That short presscon with Gov. Amado “Spines” Espino last Monday during the break in his briefing-consultation with chiefs of offices was the first time in many years we again came face to face with him. In fact the only time we remember we got close to him was during the 1995 Palarong Pambansa when editor Behn H and this writer along with PIA colleagues met somewhere at the Narciso Ramos Sports complex to assess the ongoing national games particularly the media coverage. He was then the “man” in charge – from the construction of the complex up to the games proper.To think that he was a mere police provincial director that time, it could be that former President Fidel “El Tabako” Ramos had the utmost confidence in him as to entrust that major project to him.
We’re glad Spines has a long memory.During that Palaro, we manned the media coverage for the games played in San Carlos (VMU) along with PIA colleagues Abe Libadia, now regional director, and small-big man Henry Lagasca. When Ging Cardinoza introduced us to him in that presscon, we heard him say “Of course.” And he seems to know everyone in the media per his comments and gestures to the 10 of us in that presscon at the office of Vice-Gov. Marlyn Primicias-Agabas.
The focus of Espino’s program of government is to serve those belonging to the lowest rung of society . He stressed that point in his inaugural address two Saturdays ago and reiterated it in that presscon and later in his message to the sangguniang panlalawigan in the afternoon.
“I came to assume the Office of the Provincial Governor of Pangasinan armed with a clear understanding of my job, and a good idea about what I want to do for our province,” he said in his message to the body.
Kudos! Mr. Governor. We hope you will succeed in your aspiration.

Observers who have been monitoring the ongoing briefing sessions Espino is holding with his provincial chiefs of offices for the past week reacted quite negatively to the manner the governor grilled some of them.We heard provincial engineer Divinia de Leon was so affected she cried a river after two face-offs with Spines, who could not hide his disgust when he could not get the rightful answers from some of the office heads especially in the disbursement of funds.
One commented that the governor was acting as if the persons before him were his subordinates in the police force.
His style of governance or leadership may work in contrasted ways: On one hand, the department heads in particular and the provincial workers in general may now change their work attitudes. On the other hand, an atmosphere of fear would prevail in the workplace that may not be conducive to team-manship.
There are ways to show displeasure in something or someone without looking like a tiger. And of course, the health of everybody is also considered — as majority of the people manning the fort there are already watching their daily health, some even taking maintenance pills for their blood pressure.
