House Speaker Jose de Venecia Jr. thus dismissed the rumor or suggestion that Japanese toxic wastes will be dumped into the Philippines under the Japan-Philippines Economic Partnership Agreement (JPEPA).

HOUSE Speaker Jose C. de Venecia maintains that the present Constitution states that ¾ of all the members of Congress or 195 can amend the Constitution, adding that the same did not mention either the House or the Senate but simply Congress.
Pointing out that they have that number already, plus five from the senators who he did not mention, de Venecia is optimistic that a constituent assembly is still possible before the start of next year’s campaign period for local and national elections.
“The constitution speaks of ¾ vote of the members of Congress. It does not say ¾ of the Senate or ¾ of the House shall vote,” he contended, adding that “this is a constituent assembly of the members of Congress”.
