NO reorganization or election of barangay councils in the country can be done without clearance from the president of the League of Barangays of the Philippines.
This was the stern advise of James Marty Lim, LBP national president who cited the case of the reorganization recently made by barangay captains of Dagupan.
Lim said he will not issue any confirmation to the reorganized Liga chapter in Dagupan City because it was done without any clearance from his office nor were the proper procedures observed.

CITY Mayor Benjamin S. Lim asked Bonuan Gueset Brgy. Captain Rico Mejia in a letter last March 16 check out and report on complaints that some barangay funds remain unaccounted up to the present.
Lim directed Mejia to unearth the alleged unaccounted funds in the form of fees and other collections involving barangay treasurer Bong Legaspi.
“I trust your judgment on the selection of the appointed officials and be reminded on our sworn duty to uphold the public interest at all times and practice the time-honored principle that “public office is a public trust,” Lim said as he asked Mejia to urgently submit his report to him.

CANDON CITY – The people of Candon broke, thought still unofficially, the existing Guinness World Record last Tuesday when they baked the world’s biggest rice cake called “calamay” that weighed a little less than three tons.
Displayed for three days at the town plaza, the ‘calamay’ eclipsed the existing world record registered by a town in Japan four years ago.
“Calamay” is a sticky concoction of ground glutinous rice, grated coconut meat and sugar. One of the top indigenous products of Candon, the ‘calamay’ is sold in 24-hour stands in front of the city plaza, catering mostly to residents returning to Manila.

ALCALA – Barring any rain, this fourth class town by the bank of the Agno river is on its way to land in the Guinness record book when it puts up the world’s longest grill and the world’s barbecue on April 29.
“We pray that there shall be no rain. Otherwise it will spoil the fun,” said Mayor Manuel Collado, who is leading in the massive preparations for these two world-record breaking feats ever to be tried in this town.
He said the grills are all ready, together with the charcoal that would be needed. They have also conducted three dry-runs and improved their systems from lessons learned during each dry run.

SO, is the STL now a foregone conclusion, a fait accompli?
Looks that way, if you go by the seemingly well-oiled but discreet testing-the-waters strategy being employed by still unseen hands on the coming legalized cousin of jueteng.
Of course, the Philippine Charity Sweepstakes Office (PCSO) says it would be calling the shots all throughout and not anybody else – have no fear please – if and when the Small Town Lottery is finally implemented. Initially, so the line goes, the legal lottery will be held only in selected parts of the country, the better, it is said, to really fine-tune the government project and adapt it to the obtaining clime and moods in the countryside before it is ever operated nationwide.

AFTER ALL
Behn Fer. Hortaleza
FOUND in our internet surfings the best description, we think, of a politician’s mindset: The brain of a typical politician, it said, has two sides: the LEFT side where there’s nothing right; and the RIGHT side where there’s nothing left.
Still wonder why an American southerner once curtly described democracy where politicians get free rein as simply “Da mess we’s in!”
Even in just the current issue of a people’s initiative, a cacophony of voices, some sober, some shrill, some plain stupid are making an otherwise very simple proposition complex, if not misleading. Dagupan City Vice Mayor Alvin Fernandez has tried to put a better sense into all the current noise by almost exasperatedly pointing out that P.I is nothing more than the first step, repeat, the first step in a ladder of processes leading to, –if nothing intervenes (like-say, the Supreme Court) — possible amendments in the Constitution.

The Pen Speaks
Danny O. Sagun
THERE seems to be no turning back anymore for Dagupan City Mayor Benjie Lim as regards his congressional comeback bid. Just look at his posters/streamers hanging in every conspicuous corner of the city and maybe in the other towns of the fourth district already although we have yet to see one in our humble town of San Jacinto. Innocent as he may appear to be, he is just congratulating the new graduates this school year. But looking at the way he introduced himself, not as mayor of the city but as “former congressman,” we can already discern what his real intention is. The word former was written quite small you’ve got to go near to read it. The word congressman was written in big letters and easily read from afar.
The purpose was obvious. He wants to present himself again to his former constituents in the district as an alternative to House Speaker Joe de Venecia.
