Liga ng Barangay chapter reorg needs nat’l prexy OK

NO reorganization or election of barangay councils in the country can be done without clearance from the president of the League of Barangays of the Philippines.

This was the stern advise of James Marty Lim, LBP national president who cited the case of the reorganization recently made by barangay captains of Dagupan.

Lim said he will not issue any confirmation to the reorganized Liga chapter in Dagupan City because it was done without any clearance from his office nor were the proper procedures observed.


As to the alleged statement from an official of that body that they might secede from the BLP, Lim said they cannot do this because they will lose their honoraria and the share of their respective barangays from the Internal Revenue Allotment.

Under the charter of the BLP, it was provided for that reorganization done by local chapters must have the imprimatur of the national organization.

Lim said he already sent a letter to the barangay council of Dagupan not to proceed with their planned reorganization but they nevertheless proceeded with it.
Lim stressed that at all times, the barangays must be insulated from politics.

City Director Expedita Callanta, of the Department of Interior and Local Government, said she also read the letter of Lim before the barangay captains but they ignored this.

The reorganization elected Guillermo Vallejos as president vice incumbent Liga ng mga Barangay president Eric Muñoz, barangay captain of Tambac here.

The Vallejos group, it was learned, was refused to be sworn in by Mayor Benjamin Lim in the absence of a confirmation from the national barangay league. A majority of 29 barangay captain went along with the league elections leaving Munoz with only two village heads by his side.
