Barangay IV chief Teody Macasieb (third from left) gives instructions to the staff of the barangay’s material recovery facility (MRF) located right in the heart of Dagupan City’s business district. Aside from serving as a temporary storage facility for recyclables, the MRF also has an ample space for the growing of vegetable seedlings using compost generated from biodegradables collected in the barangay.
